Canada faces science muzzling probe

Canada's Information Commission is to investigate claims that the government is "muzzling" its scientists.

The move is in response to a complaint filed by academics and a campaign group.

BBC News reported last year instances of the government blocking requests by journalists to interview scientists.

Some scientists alleged that the muzzling could help suppress environmental concerns about government policies.

The former President of the Canadian Science Writers' Association, Veronique Morin, says that the commissioner's office will now have to find out if the Federal government has in effect been operating a policy of censorship.

"Vital stories pertaining to the environment, natural resources, food safety, fisheries and oceans are not coming out in Canada because, for several years now, the government has imposed rules which prevents its scientists from speaking freely about their publicly funded research," she said.

"I am thrilled that the Information Commissioner has decided to take this on, and I am looking forward to the commission's report, so that democracy can prevail again in Canada."

Canada's Globe and Mail newspaper reports that Canada's Information Commission is investigating seven government departments: Environment, Fisheries and Oceans, Natural Resources, National Defence, the Treasury Board Secretariat, National Research Council of Canada and the Canadian Food Inspection Agency.

The investigation is in response to a complaint filed by the University of Victoria's Environmental Law Centre (ELC) and the campaign group Democracy Watch.

Timely access

In a letter to the ELC, the Assistant Information Commissioner, Emily McCarthy, stated her office is investigating possible violations of the Access to Information Act.

"The Commissioner has concluded that, to the extent that your complaint alleges that the right of access to information under the Act is impeded by government policies, practices or guidelines that restrict or prohibit government scientists from speaking with the media and the Canadian public, your complaint falls within the scope ? of the Act," she said.

The ELC asked for an investigation into "the systematic efforts of the Government of Canada to obstruct the right of the media - and through them, the Canadian public - to timely access to government scientists."

The report notes that the World Federation of Science Journalists (WFSJ) and the Canadian Science Writers' Association have both complained about the lack of "timely access" to government scientists.

Professor Jean-Marc Fleury, director of the WFSJ, said: "Canadian science journalists' fight against the Canadian government obstructing access to government researchers has finally achieved a major step forward."

The Canadian government has repeatedly denied allegations of muzzling rather a strict application of a "media protocol" set out by the governing Conservatives, shortly after their election in 2008.

The aim of the protocol, according to a leaked internal document, is to ensure that all messages from scientists are along "approved lines". The government's stated protocol is that ministers and senior civil servants should not be "surprised" by what they read in the newspapers.

    Margin Notes Shed New Light on Renaissance Anatomy Masterpiece

    When the Renaissance physician and expert dissector Andreas Vesalius first published "De humani corporis fabrica" in 1543, he provided the most detailed look inside the human body of his time.

    A previously unknown copy of the impressive anatomy textbook resurfaced a few years ago, and it apparently contains more than a thousand hand-written notes and corrections by the author himself. The annotations reveal that Vesalius was meticulously planning a third edition of the book that never made it to print, researchers say.

    "This book is his work bench as much as the dissecting table," Vivian Nutton, a University College London professor emeritus, writes in a recently published analysis of the text in the journal Medical History.

    Some edits show that Vesalius wanted to correct mistakes of grammar and syntax and to make his Latin more elegant. Other markings show that he wanted to draw attention to misshapen or illegible letters for his block-cutter. Vesalius also intended to add new information to the text as he learned more about the human body, including what may be one of the oldest references to the practice of female genital mutilation.

    In his discussion of circumcision, Vesalius scrawled at the bottom of the page that Ethiopians "cut off the fleshy processes from new born girls in accordance with their religion in the same way as they remove the foreskins of boys, 'although in their religious ceremonies they are otherwise generally similar to those of us Christians,'" Nutton writes. "This is arguably the first reference in a medical text to female genital mutilation for non-medical purposes."

    The copy of the book, on loan from an unnamed German collector, is currently available for study at the University of Toronto's Thomas Fisher Rare Book Library.

    "He is seen constantly attempting to improve his text both scientifically, and stylistically, and to make it clearer and more accessible to his readers," Philip Oldfield, science and medicine librarian at the University of Toronto, said in a statement this week. "All the evidence points to the conclusion that Vesalius was preparing a new edition of De fabrica that unfortunately never materialized."

    The book will be featured as part of an exhibition next year in Toronto to mark the 500th anniversary of Vesalius's birth.

    Obama plays 1st golf since automatic budget cuts

    WASHINGTON (AP) ? President Barack Obama is on his first golf outing since automatic spending cuts known as the sequester went into effect on March 1.

    Some conservatives have called on Obama to give up golf since popular public tours of the White House were canceled because of the budget cuts.

    The White House has said the tours were canceled to keep Secret Service agents from being furloughed because of the spending reductions.

    Critics of the decision to cancel the White House tours also noted that Obama's golf outings require a sizable Secret Service presence for security.

    Obama hit the links Saturday on the course at Andrews Air Force Base. The White House said he was playing with his friend, Marty Nesbitt, and two White House aides.
